• Before making a proposal for a major program change, provide written answers to these standard questions: Project Proprosal Questions
• Set deadlines for interim decision making after which blocks are not allowed.
  • [i.e. We will finish editing the letter on 2/10/2007 if there are no blocks within 1 week of that date then the letter will be sent]
• Have the facilitator keep time or designate a timekeeper.
